Zusammenfassung

Trotz der internationalen Bemühungen um Einhaltung der Menschenrechte nehmen organisierte staatliche Verfolgung und systematische Folterungen weltweit zu. Terrorregime und gewaltsam ausgetragene Konflikte produzieren große Flüchtlingswellen von Verfolgten und Bedrohten, die sich u. a. in die Exilländer Europas und Nordamerikas ergießen.
